Italy is frequently cited as a centre of gravity for olive oil fraud. In 2021, the Guardia di Finanza (Italy's financial police) concluded an investigation known as Operazione Olio, targeting producers in the Campania region near Naples. Early adulteration was relatively crude: add chlorophyll or beta-carotene to refined oil to approximate the colour of EVOO, or simply misstate the acidity figure on the label. Over the past five years, however, the methods have become considerably more refined.

The first approach is the laundering blend. Fraudsters mix a genuine EVOO fraction with refined sunflower or cottonseed oil at precisely calculated ratios, keeping the measured acidity within the legal threshold. Routine chemical analysis may not detect the fraud; NMR (nuclear magnetic resonance) spectroscopy or sterol-profile analysis is typically required.

The second is origin laundering. Lower-cost olive oil from Morocco, Tunisia, or Turkey is imported into Italian or Spanish ports, repackaged, and relabelled as a Product of Italy or Product of Spain. According to Europol's 2023 Food Fraud Threat Assessment, reported incidents of this type rose by more than 40% over the preceding three years.

The third is e-commerce distribution. Online marketplaces offer fraudsters a structural advantage: buyers cannot see, smell, or feel the product before purchase. Photographs and marketing copy alone are sufficient to present an adulterated oil as a premium one, and enforcement is considerably harder than in physical retail.

A Practical Checklist for Buyers

The following are the verification steps most commonly recommended by industry specialists and quality bodies.

Look for a harvest date, not just a best-before date. A producer who prints the olive harvest year on the label is offering a meaningful data point. EVOO is generally recommended for consumption within 12 to 18 months of harvest.

Find the acidity figure. The international standard for EVOO is acidity below 0.8%; many high-quality producers voluntarily declare figures below 0.3%. A label that carries no acidity figure at all warrants caution.

Check certified-origin marks. EU DOP and IGP designations, Spanish AOVE certification, and Italian DOP marks indicate that a third party has verified both origin and quality criteria. Bear in mind that certification marks can themselves be counterfeited; cross-referencing against the relevant certifying body's official register is the most reliable step.

Consider the packaging and the price together. Dark glass bottles and tin cans slow oxidation; transparent PET bottles do not. An unusually low price in clear plastic packaging is a recognisable risk combination. The IOC's quality guidelines have long recommended light-blocking packaging.

Note whether polyphenol content is disclosed. Polyphenols are the antioxidant compounds associated with EVOO's characteristic bitterness and pungency. Some producers publish independently verified polyphenol figures in mg/kg on the label or via QR code. Transparent disclosure of this figure is a reasonable signal that a producer is investing in quality control.

Are Current Regulations Adequate — and What Comes Next

The EU updated its olive oil framework through Commission Delegated Regulation (EU) 2022/2104, strengthening the criteria applied by sensory-evaluation panels and tightening chemical quality parameters. Effectiveness, however, remains uneven across member states. A 2023 Transparency International report on food supply chains noted that many smaller importing countries lack the laboratory infrastructure and inspection staffing needed to carry out the precise analyses the regulation requires.

Several next-generation tools are under active discussion: blockchain-based provenance tracking, expanding NMR spectral fingerprint databases that can identify an oil's botanical and geographic origin, and batch-level certificates linked to QR codes on individual bottles. For consumers today, the most practical form of self-protection remains choosing products whose producer information is transparently disclosed and whose independent laboratory results can actually be verified.
